The City of Sheboygan announces the availability of funds for the 2024 Community Development Block (CDBG) Grant – Public Service application. The CDBG funding availability is estimated at $175,000, but there may be opportunity for additional funds.
Application Timeline
Applications must be submitted through Neighborly at https://portal.neighborlysoftware.com/sheboyganwi/participant. All applications must be submitted by February 7, 2024.

Who is Eligible to Apply?
Non-Profit Agencies
Applicant agencies must be a non-profit public or private agency. Applicants must be established and in operation at the time of application.
What Can the Funds be Use For?
The funds may be used for various public service activities that principally benefit low – and moderate-income persons. The City of Sheboygan has further defined its priorities to the following:
- Mental Health and Substance Abuse Services
- Homelessness Prevention and Homeless Shelters
- Domestic Violence Programs
- Solutions to address housing problems* specifically in Asian Households as identified in the CHAS data** provided by U.S. Department of Housing and Urban Development
- Youth Services and Housing for Homeless Youth
- Childcare Assistance
- Health and Dental Care
Who Can be Served?
Services or benefits must be provided to persons within the City of Sheboygan.
How can the Funds be Used?
Eligible expenses are direct costs associated with program delivery. Administrative expenses can not exceed 10% of the total award for overhead and associated costs.
What Expenses are Ineligible?
The funds may not be used for the following:
- Income Payments – Payments made to an individual or family, which are used to provide basic services such as food, shelter (including payment for rent, mortgage and/or utilities), or clothing.
- Political Activities
- General Government Expenses
- Religious Activities
- Promotion of Agency – Costs of advertising the public relations solely to promote the non-profit agency, including promotional items, models, gifts and souvenirs.
- Contributions or Donations – Contributions or donations, including cash, property, and services, regardless of the recipient.
- Entertainment Costs – Costs of amusement, diversion, and social activities and any costs directly associate with such costs (such as tickets to shows or sports events, meals, lodging, rental, transportation, and gratuities).
- Fundraising – Costs of organized fund raising, including financial campaigns, endowment drives, solicitation of gifts and bequest, and similar expense incurred solely to raise capital or obtain contributions.
- Goods or Services for Personal Use – Costs of goods or services for personal use of the organization’s employees.
- Construction
How will Applications be Evaluated?
Application evaluation will include (but is not limited to):
- Application is fully completed.
- Application aligns with the City’s funding priorities
- Past performance
- Demonstrated ability to implement and administer the program and maintain compliance with applicable federal, state and local regulations.
- Value (cost per beneficiary)
- Positive impact on the community as made apparent through rational and accountable performance metrics.
* Housing Problems – There are four housing problems in the CHAS data: 1) housing unit lacks complete kitchen facilities; 2) housing unit lacks complete plumbing facilities; 3) household is overcrowded; and 4) household is cost burdened. A household is said to have a housing problem if they have any 1 or more of these 4 problems.
