TWELFTH REGULAR COMMON COUNCIL MEETING FOR THE 2019-2020 COUNCIL YEAR

Council approved the appointment of Patrick Siebold to the Mayor’s International Committee.
PRESENTATION: “Wisconsin Active Together: Building Momentum for Active Communities” by Chad Pelishek, Director of Planning and Development.
PRESENTATION: 2019 Distinguished Budget Presentation Award from Government Finance Officers Association was presented to Administrator Hofland.
Mayor Vandersteen reported on the recent visit of the delegation from Sheboygan’s German Sister City Esslingen. From September 11-16, we hosted 15 visitors from Esslingen, led by Mayor Jürgen Zieger. We toured the newly renovated City Hall, Mead Public Library, Sheboygan Fire Department, North High School, Lakeland University, Farm Wisconsin, Fountain Park Farmers Market, Bookworm Gardens, 3 Sheeps Brewery, and Concordia Singers Clubhouse. We started discussions on future university exchange between Esslingen and Lakeland, we attended the Sheboygan People to People Banquet, we attended the dedication of the Peace Park Sister City Gardens, and we visited the 8th Street Ale Haus Oktoberfest event where Mayor Zieger tapped the first keg of Oktoberfest beer. The Esslingen guests cooked up some of their favorite German foods that were served up to the public during Esslingen Fest at 3 Sheeps Taproom on Sunday.
Mayor Vandersteen noted several meetings and events scheduled in September:
- Habitat for Humanity Lakeside will be hosting Rock the Block on September 21 from 9:00 am to 3:00 pm.
- Glacial Lakes Conservancy in celebration of the Willow Creek Preserve, Saturday, September 28 from 1:00 pm to 3:00 pm. Meet at the trail head just north of Meals on Wheels off of Taylor Drive.
- Maywood Earth Ride, September 21: Only in-person registration is available September 16-21 and on the day of the ride.
- Beach Clean-Up, September 21: Help clean Lake Michigan beaches by joining local neighborhood groups from 9:00 am to 11:00 am to clean-up at Deland Park Beach, North Point Park, 3rd Street Beach, and King Park Beach.
- River Fest, September 21: River Fest is a one-day festival will take place along the Riverfront Drive boardwalk on Saturday, September 21 from 11:00 am to 4:00 pm.
The Council held an election for a Commissioner to serve on the Board of Water Commissioners for a three-year term beginning October 1, 2019. The Council cast a unanimous vote to elect Gerald Van De Kreeke who currently serves as the President of the Sheboygan Water Utility Board of Water Commissioners.
Council approved an extension of premises to the liquor license for the Blue Harbor Resort to hold the Craft Beer Festival on Saturday, September 21, 2019.
Council approved Resolution No. 77 authorizing the purchase of Sig Sauer handguns, ammunition, spare parts, and holsters from Streicher’s Inc. for the Sheboygan Police Department.
Council approved Resolution No. 78 authorizing the purchase of two online phosphate analyzers to be installed at the Wastewater Treatment Facility to improve control of effluent total phosphorus.
Council approved Resolution No. 79, 80 and 81 authorizing executing three storm sewer easements (Yang and Lee), (Molenda) and (Holtz).
Council approved amendments to allow the Sheboygan Water Utility to make financial assistance available to a property owner to assist in the replacement of lead water service lines.
Council approved Resolution No. 66 a concession agreement for “The Shack” at Vollrath Park; with “The Shack Disc Golf LLC” rather than Dennis and Patricia Wield individually.
Council approved Resolution No. 75 authorizing a transfer of appropriations in the 2019 budget Community Development Block Grant Entitlement Program. Funding will be transferred to the following Community programs:

Council approved Resolution No. 76 extending the life of Tax Incremental District No. 11 for one year to implement affordable housing and neighborhood revitalization activities.
Council approved Resolution No. 82 authorizing the Longitudinal Pipeline Agreement for the construction of storm sewer within Union Pacific Railroad’s property at North Avenue.
Council approved Resolution No. 84 designating the Superintendent of Parks and Forestry as the City’s Authorized Representative for the purpose of Wisconsin Department of Natural Resources (DNR) Urban Forestry Grants for Calendar Year 2020 and instructing the Authorized Representative to submit an Urban Forestry Grant Application relating to Emerald Ash Borer Treatment.
Council approved amendments to Ordinance No. 18 to increase the fee schedule regarding the rental of city parks for 2020 rentals. Park reservations for 2020 will be begin to be accepted on Monday, October 7, 2019. All applicable taxes shall be added to the fees set forth in this subsection. Enclosed park building rentals shall be made at the following per-day rates:
- Roosevelt Pavilion: $225 for City resident, $350 for non-City resident
- Deland Home: $225 for City resident, $350 for non-City resident
- Kiwanis Fieldhouse: $250 for City resident, $425 for non-City resident
- King Park Pavilion: $250 for City resident, $425 for non-City resident
- Jaycee Quarryview Center: $250 for City resident, $425 for non-City resident
- Deland Community Center: $250 for City resident, $425 for non-City resident
Park shelter rentals shall be made at the following per-day rates:
- Cleveland Park: $100 for City resident, $175 for non-City resident.
- End Park: $100 for City resident, $175 for non-City resident.
- Veterans Park: $100 for City resident, $175 for non-City resident.
- Vollrath Park: $100 for City resident, $175 for non-City resident.
- Richardson Shelter: $100 for City resident, $175 for non-City resident.
- Lakeview Park: $100 for City resident, $175 for non-City resident.
- Optimist Park: $100 for City resident, $175 for non-City resident.
- Evergreen Park (Areas 1, 4, or 5): $100 for City resident, $175 for non-City resident. These rates are per area.
- Evergreen Park (Areas 3 or 6): $50 for City resident, $100 for non-City resident. These rates are per area.
- Fountain Park Bandshell: $100 for City resident, $200 for non-City resident. An additional $50 shall be added for use of the sound system.
The Council met in closed session related to a development opportunity in the SouthPointe Enterprise Campus.
