TWENTY-THIRD REGULAR MEETING OF THE 2019-2020 COMMON COUNCIL

The Pledge of Allegiance was led by Elliana Robinson and Jackson Ponath the Boys & Girls Club Kids Leadership Ambassadors for 2020.
Sheboygan Police Chief Chris Domagalski gave a presentation on the Police Department 2019 Annual Report. Following the report Mayor Vandersteen recognized Chief Domagalski for his accomplishments as Sheboygan Police Chief for the past 10 years. During this time Part One Crimes have been reduced 55% in Sheboygan. The City Council and visitors in the gallery gave Chief Domalgaski a standing ovation.
Mayor’s announcements:
- Mayor Vandersteen reminded residents of a Public Input Meeting for the Union Avenue – S. 17th Street intersection Improvement Project, Tuesday, March 3 from 4:00 pm – 5:30 pm at the King Park Pavilion.
- Plans for the Butzen Sports Complex, will be the featured program at the Sheboygan County Chamber First Friday Forum March 6, 11:30 am – 1:00 pm at the Elks Lodge. Joseph Voelkner will be presenting a project overview and economic impact expectations of the Butzen Sports Complex project, proposed in partnership with Lakeshore United Soccer Club. Call the Chamber for reservations.
- Maywood’s 34th Annual Flapjack Day is Sunday, March 15 with a pancake breakfast featuring Maywood’s own maple syrup served 9:30 am – 12:30 pm. Advance tickets $5/person or $6/at-the-door. Kids age 4 and under eat free. Free activities from 10:00 am – 1:00 pm including guided tours of the maple forest.
- The Spring 2020 edition of Sheboygan’s Performance Scorecard is now available. This report helps Sheboygan residents become engaged in our performance reporting program. Residents may review how the city performed in support of the six key focus areas of the Strategic Plan. A link to the Performance Scorecard was included in the March issue of the City Newsletter the Sheboygan Insider which is available on sheboyganwi.gov.
Council held three hearings on amendments to the City of Sheboygan’s Zoning Ordinance to amend the City of Sheboygan Official Zoning Map to change the Use District Classification of property located off of Moenning Road from Class Mixed Residential (MR-8) to Class Suburban Residential (SR-5) Classification and to change the Use District Classification of property located off of South Business Drive from Class Suburban Residential (SR-5) to Class Neighborhood Commercial (NC) Classification and to change the Use District Classification of property located off of South Business Drive from Class Suburban Residential (SR-5) and Class Neighborhood Commercial (NC) to Class Mixed Residential (MR-8) Classification.
Council approved Resolution No. 172-19-20 supporting Shoreline Metro’s application for a State of Wisconsin Volkswagen Mitigation Program Grant to purchase new transit vehicles during the second wave of funding.
Council approved Resolution No. 170-19-20, 171-19-20, 174-19-20, and 175-19-20 authorizing the Purchasing Agent to issue a Purchase Order for the purchase of a replacement dump truck body for an existing 2007 Model Tri-axle dump truck, including a new slide in salt spreader and brine distribution system, two Half-ton rated Four Wheel Drive Pickup Truck, two Four Wheel Drive One-Ton rated dump trucks, a new single axle dump truck, including snowplow, wing, slide in salt spreader and brine distribution system and related accessories for the Department of Public Works Motor Vehicle Fleet.
Council approved Resolution No. 173-19-20 authorizing the Mayor to execute the amended 2020 General Contract between Sheboygan County Health & Human Services Department and Shoreline Metro regarding transportation for elderly and disabled individuals.
Council approved Resolution No. 168-19-20 authorizing the creation of a Poet Laureate program in the City of Sheboygan.
Council approved Resolution No. 177-19-20 authorizing the appropriate City officials to sign the 2020-2021 Agreement between the City of Sheboygan and Sheboygan Professional Police Officers’ Supervisory Association for a successor contract.
Council approved Resolution No. 167-19-20 approving the Project Plan and establishing the boundaries for and the creation of Tax Incremental District No. 20 for the Oscar Apartments that are proposed to be built on the VanDerVart property located on S. Business Drive.
Council approved Resolution No. 169-19-20 by authorizing the Director of Public Works to enter into a contract with Graef-USA Inc. for the Jaycee Park Quarry Lake Master Plan.
Council approved Resolution No. 176-19-20 authorizing City officials to execute the Department of the Army Right-of-Entry for Construction document related to construction repairs to the south breakwater.
