FIFTEENTH REGULAR MEETING OF THE 2020-2021 COMMON COUNCIL

Kate Baer provided a presentation on “Updates from United Way of Sheboygan County“.
Mayor Vandersteen presented a Proclamation to Gesangverein Concordia Singing Society to commemorate their 160th Anniversary in 2020. President Kevin Greatens and Director Frederick Strassburger accepted the Proclamation.
Mayor Vandersteen gave a COVID-19 update.
Mayor Vandersteen gave an update about absentee voting, there were 13,600 voters who requested an absentee ballot. 4,471 absentee votes were cast in person at City Hall and 8,230 were returned via a drop box or mailed to the City Clerk.
Council approved Resolution No. 105-19-20 authorizing the submission of an application to the U.S. Department of Housing and Urban Development through Section 108 of the Housing and Community Development Act to borrow $3.2 million to develop the former Save-a-Lot grocery store into a senior community center.
Council approved Resolution No. 106-20-21 authorizing the submittal of a Substantial Amendment to the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program for the 2020 program year; reprogramming $500,000 from the Housing Revolving Loan Fund and the Business Development Revolving Loan Fund to be applied towards the purchase of the former Save-a-Lot store to be converted into the city’s new Senior Activity Center.
Council approved Resolution No. 107-19-20 authorizing the purchase of four vehicles for the Sheboygan Police Department.
Council approved Resolution No. 111-20-21 to enter into a contract with Foth Infrastructure and Environment, LLC for services related to the South Side Sanitary Sewer Study.
Council approved Resolution No. 112-20-21 entering into a contract with low bidder Wondra Construction, Inc. ($331,926) for grading and related work at the Butzen Farm property for the Butzen Sports Complex.
Council received communication from Gary Tauferner thanking the City for the upgrade to the fiber optic cable that has improved the WSCS reception for residents that view WSCS on Spectrum and AT&T Uverse.
Council received the 2021 Business Improvement District (BID) Statement of Purpose, dated October 1, 2020, and the BID’s 2021 Operating Budget.
Council approved Resolution No. 114-20-21 authorizing the sale of 1402 Union Avenue in the City of Sheboygan for the high bid of $12,900.
Council approved Resolution No. 103-20-21 establishing the 2021 Budget appropriations as amended by the changes outlined in R. O. No. 82-20-21 and the 2020 Tax Levy for use to fund the City 2021 budget of $25,021,842 during the calendar year. This will call for a $0.15 increase per $1,000 of property valuation.
